A new SoP has been issued by the Government of Assam on May 17 regarding Home/Institutional Isolation of Covid positive patients. In the order, the government says it has been taking the necessary steps to ramp up bed availability in the hospitals but also acknowledges the fact that certain patients insist on being quarantined at home nonetheless. However, the government is cognizant of the fact that home isolation of covid patients comes with the risks of transmission to members of the family and in the neighbourhood as well. This also puts senior citizens with comorbidities at risk.
The state government has observed certain individuals put under home isolation falling seriously ill, as a result of not following the medical advice and protocol sincerely. The government says it isn’t possible at this stage to deploy healthcare workers to offer medical assistance to those isolated at home given the rising caseload in the state. Ambulances are also under heavy stress and might not be easily available in a case of emergency concerning someone who is isolated at home. But, the state government is also aware of the fact that institutionally hospitalizing someone by force is against the principles of liberty and freedom of choice.
In this context, the Health and Family Welfare Department of Assam has chosen to modify the SoP for home-isolation as follows:
