The Chairperson of Assam State Executive Committee of the State Disaster Management Authority, Assam issued detailed SOPs (Standard Operating Procedures) on Wednesday in view of the deteriorating COVID-19 situation in the state. "The positivity rate of COVID-19 cases in the urban and adjacent areas has shown significant surge in the COVID-19 cases during last few days and require stricter COVID containment measures", stated the order.
All shops and commercial establishments have been ordered to shut down at 1 PM, whereas weekly hats and bazaars are prohibited for 15 days. Restaurants, Dhabas, and other food court related establishments can allow dine-in of customers till 1 PM post which, home delivery will only be allowed. However, restaurants that are operating with hotels and resorts are allowed to conduct room service of the in-house guests after 1 PM. Deliveries of essential products have been allowed, subjected to COVID appropriate behaviour.
Cold storages and warehouses have been allowed to continue operations after 1 PM, subjected to closure of sale counters or showrooms, attached to the cold storage or warehouse within the stipulated time. Pharmacies, Hospitals, Animal Care Centres and Veterinary Clinics have been categorised as essential and emergency services and are thus allowed to operate without restrictions. Physical classes in educational institutions are prohibited for 15 days. The educational institutions have been directed to provide "quality virtual education".
Both Government and Non-Government offices have been ordered to shut down for 15 days. However, Government and semi Government offices in the rank of Deputy Secretary and above, in addition to senior executives in Non-Government sector, along with the "key support staff" are allowed to attend their respective offices till 1 PM, only for emergency and essential works. Organisations serving as essential or emergency services, law enforcement services and election work are exempted from this restriction.
Stating about containment zones, the order says that the District Magistrate must notify an area as 'Containment Zone' if rate of positivity in an area reaches 5% over the last week.
Not more than ten people will be allowed in religious functions and marriage ceremonies. Reception parties are prohibited before or after the marriage. Funeral and last rites related ceremonies should not have a gathering of more than 10. In addition to that, all religious places have been allowed to stay shut for 15 days; however minimal religious rituals or prayers are allowed by the religious head of a religious place or his/her representative.
Public transport is allowed to operate with 30% seating capacity. Auto rickshaws, Cycle Rickshaws and taxis are allowed to operate with two passengers, in addition to a driver. Pillion riding on two wheelers is strictly prohibited; women and children are exempted from this restriction. All vehicles except Government vehicles are allowed to operate from 05:00 AM to 02:00 PM, subjected to an Odd-Even Formula, that should be decided by the jurisdictional District Disaster Management Authority; personal vehicles, being used for medical emergencies are exempted from this restriction.
Total ban has been imposed on the movement of individuals from 02:00 PM to 05:00 AM daily, except exemptions mentioned in the previous Order No. ASDMA.28/2021/63 dated 4th May, 2021.
The directives shall be applicable in urban areas and adjacent areas within 5 KMs radius from the periphery of Municipal Corporation/ Municipal Boards/ Revenue Towns, as informed by the order. In the remaining areas of the state, the previous Order No. ASDMA.28/2021/63 dated 4th May, 2021 shall continue to be in force.
The above order shall come in force on 13th May, 2021 at 05:00 AM, and shall continue until further orders.
